This is the official campaign web site for Howard County Delegate Frank Turner, who represents Maryland's 13th Legislative District.

Improving Education

As a member of the Legislature, Frank Turner worked to secure $313 million for school construction and renovations over the past 20 years -- the highest spending level in county history. Frank fought for additional funds for K-12 programs to maintain our schools as the highest performing in the state. According to Education Week, Maryland is ranked the #1 school system in the country for the past two years and Howard County school's is listed as the #1 school system in the state.

For Howard Community College, he helped obtain $12 million for the new Instructional Laboratory Building, $13 million for the student service building and $11 million for the Horowitz Visual and Fine Arts Building. Frank also spearheaded a $100,000 first-ever funding of the HCC Regional Education Center in North Laurel.

Creating a Better Environment

Frank has a 94 percent voting record on environmental issues over the past 20 years. Frank also fought to secure $6 million for the purchase and preservation of Smith Farm for the people of Howard County. The 300-acre tract of land will be converted into a regional park instead of another 1000-home development. Frank also obtained over $2 million for open-space land for the North Laurel Community Center and $1,254,000 for planning, design and construction of that facility.

Frank also supported legislation to address the depleted Oyster population in the Chesapeake Bay. Prohibiting the use of power dredging. HB5/07 that established the Chesapeake Bay Trust Fund, Stormwater Management Act of 2007 SB554/07 to reduce the amount of of Nitrogen from septic systems that ultimately reached the Bay.

Protecting Seniors

Frank fought the conversion of Blue Cross/Blue Shield from a non-profit to a for-profit company and helped to provide continued prescription drug benefits to 40,000 seniors for $10 a month and a small co-pay. He helped secure $500,000 to renovate the Florence Baine Senior Center and supported requiring Care First to provide $4 million annually to Senior Prescription Drug Assistance Programs. Frank also supported Healthy Howard, which provides uninsured Howard County seniors and residents with access to health care. In addition, Frank also supported streamlining and improving the reimbursement process for out-of-state network doctors, protecting consumers from unexpected and costly medical bills and preventing fraud and financial abuse in the healthcare system. Frank also supported legislation to help close the "donut hole," tighten pharmacy laws, expand property tax credits for seniors and prevent utilities from shutting off services in extreme weather conditions.
